What are some opionions on drug treatment centers instead of jail.?

Is there anyone who believes that a person who commits financial crimes, such as check forgery addiction support will be given an opportunity for a treatment before they go to jail? If the person paid back all the damage he had done first, then I would have no objection to that, he went to a rehabilitation center in the prison hanging over his head. No drug treatment centers for people who really want help, not for criminals who want to get out of serving time. What's that old saying? Time can not, do not do the crime.
